本招標(biāo)項(xiàng)目為國(guó)軒高科新建鋰電池60GWh產(chǎn)線動(dòng)力設(shè)備集中采購(gòu)項(xiàng)目，現(xiàn)對(duì)外進(jìn)行公開(kāi)招標(biāo)，邀請(qǐng)有興趣的投標(biāo)人前來(lái)投標(biāo)，并提供下述規(guī)定的資料。符合資格和資質(zhì)規(guī)定的投標(biāo)人（以下簡(jiǎn)稱申請(qǐng)人）將被正式邀請(qǐng)參加投標(biāo)。
This project is the centralized procurement project of utility equipment for the new 60GWh lithium battery production line of Gotion High-Tech, and is now open for bidding. We invite interested bidders to submit bids and provide documents stipulated below！Bidders (hereinafter referred to as applicants) who meet the qualification and eligibility requirements will be formally invited to participate in this tender.

3.申請(qǐng)人資格要求Applicant qualification requirements
3.1本次資格預(yù)審要求申請(qǐng)人應(yīng)為法律上和財(cái)務(wù)上獨(dú)立的法人或依法登記注冊(cè)的組織，是來(lái)自中華人民共和國(guó)或是與中華人民共和國(guó)有正常貿(mào)易往來(lái)的國(guó)家或地區(qū)的法人或其他組織均可投標(biāo)；
The pre-qualification requires that the applicant should be a legally and financially independent juridical person or organization registered in accordance with the law, a juridical person or other organization from the People's Republic of China or a country or region with which the People's Republic of China has normal trade relations can bid.
3.2投標(biāo)主體需具有鋰電行業(yè)與本次招標(biāo)設(shè)備一致的設(shè)計(jì)經(jīng)驗(yàn)，并具有近3年鋰電行業(yè)業(yè)績(jī)和成熟案例，以及具有良好的售后服務(wù)信譽(yù)；
The bidding entity should have design experience in the lithium industry consistent with this tender equipment, and have the performance and mature cases in the lithium industry in the past 3 years, as well as a good reputation for after-sales service.
3.3申請(qǐng)人應(yīng)具有有效期內(nèi)的營(yíng)業(yè)執(zhí)照，注冊(cè)資金應(yīng)達(dá)到1000萬(wàn)元人民幣及以上；
The applicant shall have a valid business license and the registered capital shall be RMB 10 million and above.
3.4申請(qǐng)人開(kāi)戶銀行在開(kāi)標(biāo)日前三個(gè)月內(nèi)開(kāi)具的資信證明原件或該原件的復(fù)印件;
The original credit certificate issued by the applicant's bank within 3 months before the opening date of the tender or a copy of the original;
3.5申請(qǐng)人必須為增值稅一般納稅人,能開(kāi)具增值稅專用發(fā)票，并提供相關(guān)證明文件；
The applicant must be a general VAT payer, capable of issuing VAT invoices, and provide relevant supporting documents.
3.6申請(qǐng)人需熟悉出口設(shè)備標(biāo)準(zhǔn)及要求，可具備設(shè)備進(jìn)出口資質(zhì)與經(jīng)驗(yàn)，具有產(chǎn)線設(shè)計(jì)、安裝、調(diào)試投產(chǎn)、交付全程通過(guò)CE等相關(guān)認(rèn)證的能力；
The applicant should be familiar with the standards and requirements of export equipment, and can have the qualification and experience of import and export of equipment, and have the ability to pass CE and other relevant certifications throughout the design, installation, commissioning and delivery of the production line.
3.7申請(qǐng)人應(yīng)具備專業(yè)的產(chǎn)線設(shè)計(jì)團(tuán)隊(duì)，具備產(chǎn)線設(shè)備風(fēng)險(xiǎn)評(píng)估能力，在產(chǎn)線設(shè)備技術(shù)方案凍結(jié)前，務(wù)必提供所設(shè)計(jì)的產(chǎn)線設(shè)備風(fēng)險(xiǎn)評(píng)估報(bào)告；
The applicant should have a professional production line design team with the ability to assess the risk of production line equipment, and must provide a risk assessment report of the designed production line equipment before the technical agreement of production line equipment is locked.
3.8申請(qǐng)人應(yīng)具有足夠的設(shè)備產(chǎn)能與調(diào)試場(chǎng)地，在規(guī)定的時(shí)間內(nèi)完成設(shè)備加工制作，并在發(fā)貨前完成設(shè)備聯(lián)機(jī)調(diào)試；
The applicant shall have sufficient equipment capacity and commissioning site, complete the processing and production of equipment within the specified time, and complete the online commissioning of equipment before shipment.
3.9申請(qǐng)人應(yīng)具有專業(yè)的項(xiàng)目管理團(tuán)隊(duì)，項(xiàng)目經(jīng)理應(yīng)具備豐富的鋰電池生產(chǎn)線建設(shè)項(xiàng)目經(jīng)驗(yàn)，需保證項(xiàng)目各時(shí)間節(jié)點(diǎn)工作符合項(xiàng)目進(jìn)度要求和質(zhì)量要求。
The applicant should have a professional project management team, and the project manager should have rich experience in lithium battery production line construction projects, and should ensure that the work of each time node of the project meets the project schedule requirements and quality requirements.
3.10申請(qǐng)人參與投標(biāo)的產(chǎn)品型號(hào)、技術(shù)方案配置應(yīng)在規(guī)定的時(shí)間內(nèi)通過(guò)合肥國(guó)軒高科動(dòng)力能源有限公司的審核確認(rèn)，具體確認(rèn)的內(nèi)容、時(shí)間、地點(diǎn)另行通知，審核確認(rèn)結(jié)果以報(bào)告為準(zhǔn)；
The applicant's product model and technical solution configuration for bidding shall be confirmed by the audit of Hefei Gotion-Hightech Power Energy Co.,Ltd.
3.11申請(qǐng)人應(yīng)在規(guī)定的時(shí)間內(nèi)通過(guò)合肥國(guó)軒高科動(dòng)力能源有限公司的資格審核，審核的具體內(nèi)容、時(shí)間、地點(diǎn)另行通知，審核通過(guò)后方可參加投標(biāo)；

3.12申請(qǐng)人須提供2020年1月1日至今類似項(xiàng)目的成熟案例（數(shù)量≥3，必須為行業(yè)內(nèi)主流的鋰電池工廠成熟案例），提供合同復(fù)印件（含合同名稱、合同金額、合同簽訂日期、合同蓋章頁(yè)、驗(yàn)收證明等內(nèi)容。所提供合同以合同簽署日期為準(zhǔn)；若為框架合同則以框架合同加訂單為準(zhǔn)。原件備查），且合同期內(nèi)未出現(xiàn)嚴(yán)重違約或關(guān)鍵部分未出現(xiàn)重大的技術(shù)及質(zhì)量問(wèn)題；

3.13申請(qǐng)人不得存在下列情形之一The applicant shall not be under any of the following circumstances：
3.13.1申請(qǐng)人被責(zé)令停業(yè)或破產(chǎn)狀態(tài)的;
The applicant is ordered to cease operations or bankruptcy status；
3.13.2申請(qǐng)人被暫?；蛉∠稑?biāo)資格的;
The applicant is suspended or disqualified from bidding；
3.13.3申請(qǐng)人財(cái)產(chǎn)被重組、接管、查封、扣押或凍結(jié)的;
The applicant's property is reorganized, taken over, seized, seized or frozen；
3.13.4申請(qǐng)人在最近三年內(nèi)有騙取中標(biāo)或嚴(yán)重違約的;
The applicant has fraudulently won the bid or serious breach of contract in the last 3 years；
3.13.5申請(qǐng)人在我司最近三年內(nèi)有無(wú)故棄標(biāo)或其他違約行為的;
Applicants who have abandoned bids without cause or other breaches of contract within the last 3 years in our company；
3.13.6法定代表人為同一人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得在本項(xiàng)目招標(biāo)中同時(shí)參加;
Two or more juridical persons with the same legal representative, parent company, wholly-owned subsidiary and its holding company, shall not participate in the bidding of this project at the same time.。
3.14法律法規(guī)規(guī)定的其他必須符合的要求;

4.報(bào)名須知Registration instructions
4.1報(bào)名時(shí)間：自2022年07月15日起至2022年07月22日下午17:00(北京時(shí)間)止，逾期不予受理；

4.2.7本次報(bào)名，以上資料除特殊備注外，均提供復(fù)印件，須按順序裝訂成冊(cè)，并加蓋公司公章，掃描件發(fā)送至下述聯(lián)系郵箱（郵件正文：項(xiàng)目名稱+標(biāo)包名稱+公司全稱+聯(lián)系人+手機(jī)+郵箱），原件需備好待查.
