本招標項目為國軒高科（海外基地）新建鋰電池100GWh產(chǎn)線電芯設(shè)備集中采購項目，現(xiàn)對外進行公開招標，邀請有興趣的投標人前來投標，并提供下述規(guī)定的資料。符合資格和資質(zhì)規(guī)定的投標人（以下簡稱申請人）將被正式邀請參加投標。
This project is the centralized procurement project of cell equipment for the new 100GWh lithium battery production line of Gotion High-Tech (overseas base), and is now open for bidding. We invite interested bidders to submit bids and provide documents stipulated below. Bidders (hereinafter referred to as applicants) who meet the qualification and eligibility requirements will be formally invited to participate in this tender.

3.申請人資格要求Applicant Qualification Requirements
3.1本次資格預(yù)審要求申請人應(yīng)為法律上和財務(wù)上獨立的法人或依法登記注冊的組織，是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)的法人或其他組織均可投標。
The pre-qualification requires that the applicant should be a legally and financially independent juridical person or organization registered in accordance with the law, a juridical person or other organization from the People's Republic of China or a country or region with which the People's Republic of China has normal trade relations can bid.
3.2投標主體需具有鋰電行業(yè)與本次招標設(shè)備一致的設(shè)計經(jīng)驗，并具有近3年海外鋰電業(yè)績和成熟案例，以及具有良好的售后服務(wù)信譽。
The bidding entity should have design experience in the lithium industry consistent with this tender equipment, and have the performance and mature cases in the lithium industry in the past 3 years, as well as a good reputation for after-sales service.
3.3申請人應(yīng)具有有效期內(nèi)的營業(yè)執(zhí)照，注冊資金應(yīng)達到2000萬元人民幣及以上。
The applicant shall have a valid business license and the registered capital shall be RMB 20 million and above.
3.4申請人開戶銀行在開標日前三個月內(nèi)開具的資信證明原件或該原件的復(fù)印件。
The original credit certificate issued by the applicant's bank within 3 months before the opening date of the tender or a copy of the original.
3.5申請人必須為增值稅一般納稅人,能開具增值稅專用發(fā)票，并提供相關(guān)證明文件。
The applicant must be a general VAT payer, capable of issuing VAT invoices, and provide relevant supporting documents.
3.6申請人需熟悉使用地的設(shè)備設(shè)計標準與流程，以及使用地相關(guān)法律法規(guī)；須具備設(shè)備進出口資質(zhì)與經(jīng)驗，以及具備產(chǎn)線設(shè)計、安裝、調(diào)試投產(chǎn)、交付全過程通過UL、ETL、CE等認證的能力（激光類設(shè)備須符合FDA標準）。
The applicant must be familiar with the equipment design standards and processes in the place of use, as well as the relevant laws and regulations in the place of use; must have the qualification and experience in the import and export of equipment, as well as the ability to pass UL, ETL, CE and other certifications during the whole process of production line design, installation, commissioning and delivery (laser equipment must comply with the FDA standards).
3.7申請人應(yīng)具有海外鋰電行業(yè)電芯生產(chǎn)線成功落地實施案例；熟悉出口至海外設(shè)備設(shè)計標準及要求。有出口設(shè)備至海外，并順利完成安裝調(diào)試、生產(chǎn)的經(jīng)驗（需提交案例資料）。
The applicant should have successful implementation cases of overseas lithium battery industry cell production line; be familiar with the design standards and requirements of equipment exported to overseas. Have the experience of exporting equipment to overseas and successfully completing the installation, commissioning and production (need to submit case information).
3.8申請人應(yīng)具備專業(yè)的產(chǎn)線設(shè)計團隊，具備方案階段整線3D建模渲染及仿真視頻能力，具備產(chǎn)線設(shè)備風(fēng)險評估能力，在產(chǎn)線設(shè)備技術(shù)方案凍結(jié)前，務(wù)必提供所設(shè)計的產(chǎn)線設(shè)備風(fēng)險評估報告。
The applicant should have a professional production line design team, with the ability of 3D modeling rendering and simulation video of the whole line at the programme stage, with the ability of risk assessment of the production line equipment, and be sure to provide a risk assessment report of the designed production line equipment before the freeze of the technical programme of the production line equipment.
3.9申請人應(yīng)具有足夠的設(shè)備制造產(chǎn)能與調(diào)試場地，在規(guī)定的時間內(nèi)完成設(shè)備加工制作，并在發(fā)貨前完成設(shè)備聯(lián)機調(diào)試。
The applicant shall have sufficient equipment manufacturing capacity and commissioning sites to complete equipment processing and fabrication within the stipulated time and complete equipment on-line commissioning before shipment.
3.10申請人應(yīng)具有專業(yè)的項目管理團隊，項目經(jīng)理應(yīng)具備豐富的海外鋰電池產(chǎn)線建設(shè)項目經(jīng)驗，需保證項目各時間節(jié)點工作符合項目進度要求和質(zhì)量要求，可以使用英語作為工作語言。
The applicant should have a professional project management team, the project manager should have rich experience in overseas lithium battery production line construction projects, need to ensure that the project work at all milestones in line with the project schedule and quality requirements, can use English as a working language.
3.11投標人應(yīng)具有海外分公司或售后服務(wù)中心（不含商業(yè)合作模式，售后人員＞10人），且具備設(shè)計團隊和能力，能定期直接到海外工廠進行對接或售后服務(wù)。
The bidder should have an overseas branch or after-sales service centre (excluding commercial cooperation mode, with after-sales personnel > 10), and have a design team and the ability to go directly to overseas factories on a regular basis for work execution or after-sales service.
3.12申請人參與投標的產(chǎn)品型號、技術(shù)方案配置應(yīng)在規(guī)定的時間內(nèi)通過合肥國軒高科動力能源有限公司的審核確認，具體確認的內(nèi)容、時間、地點另行通知，審核確認結(jié)果以報告為準。
The applicant's product model and technical solution configuration for bidding shall be confirmed by the audit of Hefei Gotion-Hightech Power Energy Co.,Ltd., the specific content, time and location will be notified separately, and the verification results shall be subject to the report.
3.13申請人應(yīng)在規(guī)定的時間內(nèi)通過合肥國軒高科動力能源有限公司的資格審核，審核的具體內(nèi)容、時間、地點另行通知，審核通過后方可參加投標。
The applicant shall pass the qualification audit of Hefei Gotion-Hightech Power Energy Co., Ltd. within the specified time, and the specific content, time and location of the audit shall be notified later, Only after passing the audit will they be allowed to participate the tender.
3.14申請人須提供2021年1月1日至今類似項目的成熟案例（數(shù)量≥3，須具有行業(yè)排名前十的主流鋰電池工廠海外整線建設(shè)落地的成熟案例），提供合同復(fù)印件（含合同名稱、合同金額、合同簽訂日期、合同蓋章頁、驗收證明等內(nèi)容。所提供合同以合同簽署日期為準；若為框架合同則以框架合同加訂單為準。原件備查），且合同期內(nèi)未出現(xiàn)嚴重違約或關(guān)鍵部分未出現(xiàn)重大的技術(shù)及質(zhì)量問題。

3.15申請人不得存在下列情形之一 The applicant shall not be under any of the following circumstances：
3.15.1申請人被責(zé)令停業(yè)或破產(chǎn)狀態(tài)的。
The applicant is ordered to cease operations or bankruptcy status.
3.15.2申請人被暫停或取消投標資格的。
The applicant is suspended or disqualified from bidding.
3.15.3申請人財產(chǎn)被重組、接管、查封、扣押或凍結(jié)的。
The applicant's property is reorganized, taken over, seized, seized or frozen.
3.15.4申請人在最近三年內(nèi)有騙取中標或嚴重違約的。
The applicant has fraudulently won the bid or serious breach of contract in the last 3 years.
3.15.5申請人在我司最近三年內(nèi)有無故棄標或其他違約行為的。
The applicant who has abandoned bids without cause or other breaches of contract within the last 3 years in our company.
3.15.6法定代表人為同一人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得在本項目招標中同時參加。
Two or more juridical persons with the same legal representative, parent company, wholly-owned subsidiary and its holding company, shall not participate in the bidding of this project at the same time.
3.16法律法規(guī)規(guī)定的其他必須符合的要求。
The applicant does not comply with other mandatory requirements of laws and regulations.
4.報名須知Registration Instructions
4.1報名時間：自2023年10月16日起 至 2023年10月31日下午17:00(北京時間)止，逾期不予受理。

4.2報名資料Registration information：

4.2.6近三年的財務(wù)報表資料，以及資格要求中3.4條的資信證明。

4.2.7本次報名，以上資料除特殊備注外，均提供復(fù)印件，須按順序裝訂成冊，并加蓋公司公章，掃描件發(fā)送至下述聯(lián)系郵箱（郵件格式：項目名稱+標包名稱+公司全稱+聯(lián)系人+手機+郵箱），原件需備好待查。
For this registration, except for special remarks, all copies of the above information shall be provided, which shall be bound into a book in order and stamped with the official seal of the company. 4.3我公司將對申請人進行資格審核，通過審核的申請人方可參與此次項目投標。

5.發(fā)布公告的媒介The medium of publishing the announcement
本次招標公告只在國軒高科官網(wǎng)招標平臺miraclejunk.com.cn上發(fā)布，其他媒體轉(zhuǎn)載無效。
The bidding announcement will only be published on the bidding platform of the official website of Gotion High-tech miraclejunk.com.cn, reproduction by other media is invalid.
